11th TFTEI Annual Meeting, October 8, 2025

The 11th TFTEI annual meeting, held in Stockholm on 8 October 2025, focused on updates, collaborations, and advancements in emission reduction strategies in the context of the revision of the Gothenburg Protocol under UNECE Air Convention. The event was co-chaired by Cecilia Camporeale (ENEA) and Jean-Guy Bartaire (Citepa), and was organized by France, Italy and Sweden. It brought together more than seventy representatives from both Parties and non-Parties to the Amended Gothenburg Protocol, as well as industry. A large number of representatives from Eastern Europe, the Caucasus and Central Asia (EECCA), including representatives from Albania, Serbia, Moldova, Armenia, Turkey and Kazakhstan attended in person, thanks to funding provided by UBA Germany and ESIG. The Chair of the Working Group on Strategy and Review also participated in the meeting.

The morning session began with updates on the UNECE LRTAP Convention, including the latest institutional issues and priorities for the 2025–2026 work plan. This was followed by an overview on the tasks of TFTEI for the 2024–2025 work plan and its progress, as well as the tasks for the 2025–2026 period. There were presentations on the progress of the various UNECE task forces (TFIAM, TFICAP and TFRN) in their tasks, their mutual working interests with TFTEI and the outputs of the informal meeting on 7th October. The informal meeting focused on the second proposal for the Draft Informal document on potential options to revise TAs in AGP, integrated exemptions from the first proposal of emission limit values based on the three options of TFTEI proposal approach for stationary sources. The TFTEI Co-Chairs and the Techno-scientific Board of the TFTEI presented updates on guidance documents for stationary and mobile sources, highlighting ongoing revisions and expert insights. Technical presentations covered ammonia, as an energy carrier, and emissions from medium combustion plants in Germany, as well as NOx reduction strategies using biomass.

During the afternoon session, a new think tank, the Super Pollutant Action Alliance was presented. This was followed by contributions from various regions and industries, including updates on the development of Best Available Technics Reference documents (BREFs) in Kazakhstan, Serbia's Air Protection Plan, and an approach of EDF on electrification as a pathway to decarbonisation. Technical insights covered the environmental impact of hydrogen and NOx emissions related to combustion. The session concluded with a presentation on the OECD’s BAT project. The meeting was then formally closed by the TFTEI Co-Chairs.

The meeting benefitted from English-Russian interpretation provided by France, facilitating a collaborative atmosphere for international engagement.
