TFTEI Clearing House of Control Technologies

The clearing house is developed according to the TFTEI mandate (EB decision)

“Create and maintain a regional clearing house of control technology information for emissions of SO₂, NO_x, VOCs, dust (including PM₁₀, PM_2.5 and black carbon), heavy metals and POPs with the aim of being a reference place for dissemination of information to the experts of the Parties”.

The purpose of the Clearing House is as follows:

The clearing house aims to deliver information on reduction techniques for SO₂, NO_x, PM, VOC, HM and POP coming from different anthropogenic sources through:

• Updated information on best available techniques to reduce emissions, with a focus on technical descriptions and environmental performances,
• Information on the latest developments on reduction techniques both for general and specific applications, with a focus on technical descriptions and environmental performances,
• Operating experience and feedback from operators, with a focus on lessons learned in the field and real-life investments and operating costs.

The structure of the clearing house for stationary sources is as follows:

For stationary sources, the approach followed to deliver information is pollutant-based as the Protocols are pollutant oriented. However, dust, PM₁₀, PM_2.5, heavy metals and black carbon are addressed simultaneously.

For each pollutant section, the structure of the clearing house is as follows:

• General information
• Latest developments of techniques provided by industry and assessed by the Clearing House Committee,
• Operating experience feedback provided by industry and assessed by the Clearing House Committee,

Pollutants covered are as follows:

• SO₂
• NO_x
• PM and HM (including PM₁₀, PM_2.5, black carbon, Hg, Cd and Pb)
• VOC
• POP (PAH, dioxins, PCBs and HCB)

The Clearing House web site structure is as follows:

The Clearing House web site is split in two parts:

• A publicly available part with general information developed by the TFTEI technical secretariat and information on latest developments of techniques or operating feedback provided by industry and assessed by the Clearing House Committee as described below.
• An exchange platform only available for registered persons/experts (User_ID and passwords and pin to be issued on request by the TFTEI technical secretariat) for industry and Party experts to :
• Deliver information on reduction techniques (Parties to the Convention, industry or other stakeholders),
• Deliver information on operating experience and feedback, with a focus on lessons learned in the field and real-life investments and operating costs (plant operators),
• Ask questions (all TFTEI experts).

Information coming from plant operators and manufacturers of techniques can be uploaded on the exchange platform.

Relevant information uploaded to the exchange platform is made available on the public platform after review by the Clearing House Committee at its regular meetings.

Information / stakeholders to be involved:

Guidance Documents prepared by TFTEI for the purpose to serve the Gothenburg Protocol, are a valuable source of technical information and recommended to be used for the development of the Clearing House. BREF documents developed by the EIPPC Bureau of European Commission's Joint Research Centre are taken into full consideration when available and officially adopted.

• General information on reduction techniques for SO₂, NO_x, PM, VOC, HM and POP: this information is developed by the TFTEI technical secretariat but can be made available by TFTEI experts. Additionally, other types of information should be taken into consideration, e.g.:
• Documents adopted by other fora , e.g. other Conventions or technical guidance from other organizations,
• Reports drafted by Parties on a case by case basis.
• Latest developments on reduction techniques by manufacturers (using the exchange platform before coming publicly available) and/or information searched by the TFTEI Technical Secretariat. Prerequisite for accepting information coming from manufacturing companies is that no elements of advertising are contained,
• Experience and feedback by plant operators (using the exchange platform before becoming publicly available).

Clearing House Committee (CHC)

A Clearing House Committee has been set up and chaired by Emmanuel Fiani from ADEME.

The main task of the Committee is to assess the information delivered through the exchange platform before being published at the public web site. The CHC is not a certification body.

One meeting per year is held physically, back-to-back with TFTEI plenary meetings.  The clearing house committee reviews the quality and consistency of the information recently provided and review the relevance of the information already available on the clearinghouse web-site. Depending on the items on the agenda, Committee meetings can also be held via phone or teleconference and preparatory work is mostly carried out electronically.

Meetings of the Clearing House Committee are expected to be held every 3 months to review the quality and consistency of the information recently provided and to review the relevance of the information already available on the clearinghouse web-site. How to deliver information and ask question?

Guidelines for delivering information through the exchange platform are available hereafter in order to guarantee good quality of information delivered and to help the providers of information to deliver it in a proper and shared format. Information can be delivered by Parties, company providing reduction techniques and plant operators in activities emitting SO₂, NO_x, PM and HM (including PM₁₀, PM_2.5, black carbon, Hg, Cd and Pb), VOC, POP (PAH, dioxins, PCBs and HCB).

Each Party to the Convention on the Long Range Transboundary Air pollution can participate to the clearing house.
